What are these small white balls/ circles within my fish reservoir? (pic attached)?

I noticed these small white balls/ circles in my tank. Theres approximately 4 or 5 I can see on one of the decorations near one of the plants. I have 3 fancy goldfish.

Are they eggs? or Bacteria ? Thanks.

They look like eggs to me - whether you don't want baby fishies, remove the eggs from the tank.
If you do want baby fishies, I recommend going to your aquarium supply or pet store and getting a nursery habitat, sometimes call nursery grass. It's basically a little patch of plastic grass where the babies can skin from the bigger fish which will likely try to eat them.
